Deregistration in Germany: deregister your residence, cancel or switch contracts, set up mail forwarding.
Tax office & taxes: clarify your future tax liability, possibly exit taxation on company shares.
Tax number (TIC): needed for registration, work and a company.
Health insurance: joining the Cypriot GESY system or private cover.
Housing: ideally rent first to get to know the island and the right location.
Documents: birth and marriage certificates, references, possibly with translation/apostille.

If you move your centre of life to Cyprus, yes. Correct deregistration is also important for tax, so you no longer count as resident in Germany.
