The “Yellow Slip” is the colloquial name for the registration certificate (MEU1) that EU citizens need for a stay of more than three months. It is applied for at the relevant migration office or civil registry in the respective district.
The application typically requires a valid ID, proof of address (rental contract), proof of income or self-sufficiency and proof of health insurance. With the certificate you are officially registered as residing in Cyprus.
The tax residence is to be distinguished from the registration. You become tax resident in Cyprus classically via the 183-day rule – or via the Cypriot 60-day rule, which under certain conditions applies from as little as 60 days of stay.
Only with tax residence in Cyprus can you use benefits such as the non-dom status. At the same time you must ensure that you are no longer subject to unlimited tax liability in Germany – otherwise double taxation and disputes with the tax office threaten.
